joomla apache chmod

I got a big problem, when i install a shop in joomla.
And then I install a shop, and then i want to oploade a language file. But I do not have access to the language dir.
It is own by apache so i cant change premisson whit chmod in my ftp programe.

Dos anyone have any idea on how to fix it.
