Language packs

I'm installing plesk for someone, for some ridiculous reason, there is a limit on the number of languages enabled on the site at one time.

The person wants the site in french.

So the french language pack is installed, and english is set as the default language.

I cannot disable the english pack since it's default.
I cannot remove the english pack since it's default.
I cannot enable the french pack since there is the limit of 1 language and english is enabled.
I cannot set french as default since it's disabled by the limit.

How do I set french as default language? (and only language)
