Language selection in Horde

Hi,

I have a strange problem in Horde with language selection
With computers on Windows XP (IE or Firefox), I have horde correctly in french

However, on Windows 7 computers, even if I choose the french language, it's alwais in english

I also try dpkg-reconfigure locales and restart apache. It did not the trick.
