Resolved Let's Encrypt cURL 60 - unable to get local issuer certificate

Hey guys,
I just reinstalled my Windows Server and installed Onyx (first 17.5, now 17.0.17). Everything works except Let's Encrypt:
Error: Let's Encrypt SSL certificate installation failed: Could not obtain directory: cURL error 60: SSL certificate problem: unable to get local issuer certificate (see libcurl - Error Codes)
Looking at the extension Disqus's comments, I am not the only one having this problem. Is there any known way to fix this?
1. Yes, the cacert.pem is in the correct directory
2. Yes, I tried replacing it with the one from haxx.se
3. Yes, the cacert.pem is in every php.ini installed on my system.

This is a fresh installation of Win 2012 R2 with no additional software installed (except Chrome). I would really to get my websites back up and running again, so what should I do? Is there any way to get the old LE Extension? I don't want the 2.0 that's not working, 1.9 has worked fine before.
Also, the new SAN feature isn't working for a lot of people (including me).

He's saying it's happening since 17.5. It is actually also happening in 17.0.17.
