I need to change "Load User Profile" to true and I can't find this setting. Can anyone tell me where I can find this setting?

Yes, if it's shared hosting you should use this, because it's safer:
Plesk -> Service Plans -> Tab "Performance" -> Select "Load the user profile"

On an already created website:
Plesk -> Domains -> Hosting & DNS -> Dedicated IIS Application Pool for website -> Select "Load the user profile "
