localization - how to install over default?

i've created a new localization install pack, however, it wont let me install over the default english one, i get an installtion error

Is there any way around this?


If i set it to france or english-GB, It installs fine, however, i just want to replace the default one

No it's not possible. Why do want to change the default locale?
