Locally Forwarded email counts toward Limited Outgoing Emails Tally

I have Plesk 12.5 CentOS 6.7 with Postfix and Dovecot installed, and I've enabled the "Limit Outgoing Email" feature on a per-mailbox. I had it set on 30 emails/hour.

The problem is one of the email accounts has forwarding set up to send all it's email to three other local email addresses. According to the mail log, these forwards are counting against the total outgoing mail limit of that mailbox. Is there a way to make forwarded emails not count? Or, maybe make just locally delivered emails not count? Is this a bug?

Every email the "offending" email box receives counts against it's outgoing limit...
