Log into the Plesk Panel is not possible - ERR_CONNECTION_REFUSED

I can not log in Plesk Panel me. In Chrome I always get ERR_CONNECTION_REFUSED, I have a lot Try to solve the problem, unfortunately, all without success. Quite curious is the matrimonial websites with no problems running on the server.

Just log into the Plesk Panel is not possible.
I have already:
restart the Apache2
stopped firewall
PSA restart
fail2ban reboot
etc.
All without success. Does anyone have a solution?

Problem with ERR_CONNECTION_REFUSED has been discussed on forum many times. Just try to use forum search.

Please note, the Plesk Panel is served by it's own server based on Nginx called sw-cp-server, configuration files are located...

/etc/sw-cp-server/

Whereas websites hosted with Plesk use Apache2 and Nginx...

/etc/apache2
/etc/nginx

So you can have a situation where Plesk is down, but everything else still works fine.
