LogRotate / plest statistics not rotating logs as it should

I have everything setup to have a maximum of 5 log files.

After upgrading Plesk to the latest version the log rotation functions incorrectly.

It now only rotates 2 log files:

access_log
access_log.processed

It never creates access_log.processed.1 access_log.processed.2 etc...

when i run /usr/local/psa/admin/sbin/statistics by hand (as root) it prints out a bunch of stuff and then at the end prints out:

error:psa-horde:6 unkown user 'apache'
statistics: Unable to execute logrotate.
statistics: Unable to execute logrotate

What is going on?
