• The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

When I killall relaylock & authpsa mail functions return to normal. Any suggestions?

While upgrading there was an error:

If you will see componenets with status "upgrade" that means they were not upgraded properly.

Then you can use the following command to perform upgrade manually:

-bash-3.2# /usr/local/psa/bin/autoinstaller --select-release-current --upgrade-installed-components

You can find more information about updating in the following article:

http://download1.parallels.com/Plesk/PPP9/Doc/en-US/plesk-9.2-unix-installation-guide/18514.htm

Added a shell script to crontab to kill all relaylock and authpsa every hour so machine doesn't become unstable until I can get some insight on resolving this issue permanently. Any suggestions would be greatly appreciated.

I think you mean this instead:
