mail enable relays although its forbidden

Mailenable (runnin under Windows 2003 WebEdition) does not really care about settings in the relay-tab (in the mmc). Although I have unchecked the relay-Option (I get a message, no more mails will be sent) and restarted the service, I can send mails by Outlook 2003. Even so, my open-relay -checker finds 14 open holes for sending mails - Attention! Relaying is DISABELED. How does this work und what can I do to fix this problem?
