Mail service not available although it's enabled in service plan

PROBLEM DESCRIPTION
When you've set Mailboxes to 0, the Mail Service gets disabled / hidden for the customer, this way he can't create a Email Address, although he should be able to.
We set Mailboxes to 0, so the customer can only create a Email Adress without(!) a Mailbox, for example for Email Forwarding.
This way, we have to allow the creation of Mailboxes (For exmaple set it to 10), although the customer should only be allowed to create Email Addresses without a Mailbox.
STEPS TO REPRODUCE
ACTUAL RESULT
You can't access the Mail section in the subscription as the customer, from which results that you cannot create a Email Address.
EXPECTED RESULT
The customer should be able to access the Mail section and be able to create a Email Address, but shouldn't be able to create a Mailbox, because it is set to 0.
This way, the customer can only create a Forwarding - Which is the usecase why I'm writing this report.

- Create a service plan
- In the Mail section, activate Switch on the mail service, so the subscription to which the service plan is assigned should be able to access the mail service
- In the Resources section, set Mailboxes to 0
- Goto to the subscription as the customer (For example with Log In as Customer function)
