MailingList Management

I'm trying to setup a MailingList that only certain people can send emails to, such as a customer@ mailing list. However, the Manage Mailinglist icon for every mailing list says something like "Server does not support administration via Web Interface"...so how do I administer it? Or how do I do what I want? I don't want a customer emailing all of our customers.
