make_sock: could not bind to address 0.0.0.0:443

We are getting the following error when apache crashes and doesnt restart gracefully.

"make_sock: could not bind to address 0.0.0.0:443"

I have searched the forums and have found that I have to kill the pid of the 443 port, however does anyone know of a long term fix so that my apache just restarts without needing to kill the 443 port, or a way to script to kill 443..
 
i think this problem was caused in my case by two sites wanting to have ssl on the same shared IP address.
