manage MSSQL plesk 11?

I have hired a plesk windows server 11 and when I go to the webadmin of mssql tells me is not installed

consult with the company that I rent the server and tells me I have to pay extra.

I can indicate what this further?

what is the price? is monthly or single payment?

in theory the power pack is installed but not yet the webadmin is still another license which I must pay?
