MySQL query failed:..... can't create or delete

After resolving the missing control panel after upgrading, i'm now finding I'm unable to create, delete or change anything without the below error coming up. If settings are changed i.e a new account is created then the Control Panel crashes and I have to repaeat the MYSQL password reset (http://help.godaddy.com/topic/295/article/1494) to bring it back.

Please can anyone help?? I am searching this forum and Internet as we read....
