Hi all,

I am using plesk 10 with win 2008 r2 and i need to be able to import / create routines but i am not allowed.

What can i do?

Try going into phpmyadmin as root and giving the DB user full permissions for the database they are trying to create the routines on.
 
That would be a good idea, do you know the root password that plesk creates or how i can find it

you dont need the root password. Log into Plesk as admin and then go to Tools & Utilities -> Database servers -> and the click on the little database icon next to mysql database number. This will get you into PHPmyAdmin as root.
