I overwrote my plesk httpd.conf file and php.ini file that were created/modified from a recent upgrade to 8.2.1. I didn't make a backup of them. I restored older/preupgrade files but plesk still will not start.

Plesk was functioning after the upgrade and before this error happened with the config file.

Does anyone know how i can get a generic config file for the 8.2.1 version toa at least compare with what i have?

you should avoid this in future!!!
or create a backup of files at least;)
httpd.conf and php.ini are the very important for Plesk;)
this require Plesk repair.
Support team will help you to run Plesk panel, but what custom settings did you have?! nobody knows;
situation is quite complex.
 
try and do a

/usr/local/psa/admin/bin/websrvmng -a --reconfigure-all

command and see if that rebuilds the plesk httpd conf file. the php.ini file you can get from php.net and then customize to your needs.
 
I tried to do that but it didn't quite fix it but it did get me on the right track. thanks.
