PHP Startup: Unbale to load dynamic libary

What do i need to do to stop this happening becouse i cant access my plesk control planel says

Fatal error: File is damaged, please reinstall in Unknown on line 0

Fatal error: Nesting level too deep - recursive dependency? in Unknown on line 0

I am Currently using windows server 2003 sp2, i did a format this morning becouse i was upgrading to 8.1.1 and i cant login into the control panel to do a restore :( please help me
