hi all how do i create a new folder in the root of my server so i can keep backups of my forums database in it iv tried but it says i don't have permission to create new folders and if i do it from ftp the folder disappears is there anyway i can set it so i do ???

Owner of domain can't create directories in doc root directory by design. But you can ask administrator to change permissions there. And note that these created directories will not be backuped by Plesk backup engine.
 
i am the admin of the server but i don't know how to give permission as I'm new to plesk
