New WordPress installation random Site not found

Hi we have a problem installing new WordPress pages. As soon as we want to install and access them, we get a Site not found page or Plesk default page. After reloading a few times, it works, but 404 errors occur from time to time.
All other pages run with FPM application served by Apache no problem.

What could be the reason? Maybe the latest WP Toolkit update.

We have another Plesk running and there it works with WP Toolkit in previous version.

In the Logs this is appearing:

428	GET / HTTP/1.0
