Newbie can't get server to do squat

I am new to server admin and I think of myself as very computer savy. Here is my problem. I ordered a dedicated server with I-Power using 7.5 reloaded on linux. I can't get anything in or out of the ftp site. all we want to use this site as is a file locker. We can't get in even though simple ftp clients. we have setup all of the passwords and users...blah...blah...blah. Where do I have to go or what do I have to do to get instructions for ftp access.
