No Mail tab after enabling mail management functions in Panel

Hi there

I have a lot of domains that use external mail servers. in fact i don't use my panel for mailboxes at all.
So instead of disable mail for each subscription i unchecked the "Enable mail management functions in Panel" under mail server settings.

Now, there is a new site in my server that cannot send mails to any address in that domain, i checked the mail logs and it is trying to send the mail to itself.

So i reEnable mail management functions in Panel. but there is no mail tab at any subscription.

i even try to access directly to the address https://myip:8443/smb/email-address but i received "Warning: Permission denied."

I realy need to send mails to this domain, how can i fix this? i tried to restart psa, didn't help.
