Question No sqlite database is created

Please help me figure out - how can I create and manage my own separate database? I use this code:

#DB connect
$ pdo = new PDO ('sqlite: /root/db.php');
$ pdo-> setAttribute (PDO :: ATTR_DEFAULT_FETCH_MODE, PDO :: FETCH_ASSOC);

But nothing happens, there is a connection to the database but I cannot change the file, the rights of the db.php 0777 file are right.

Prompt the code with which I can create my sqlite database and manage them. Thank!
