Not receiving all Panel Notifcations

I am using Plesk Panel 10.3.1

I have registered an additional service to receive Plan_Item_Subject::EMAIL, Plan_Item_Subject::SUBSCRIPTION, and Plan_Item_Subject::SITE notifications.

When I create a Subscription, I get a SUBSCRIPTION CREATE notification, but do not get a SITE CREATE notification at all, even though the Domain is created on the server.

(I get SITE CREATE notifications at other times, like when a domain is added to a subscription, just not when the subscription is first created.)
