Only two Levels are permitted

Hello all

we have the problem with the sitebuilder 4.2 that we can not make any websites with more that to page levels.
if we try to do it, than the following error messages comes:

"The number of page levels exceeds the allowed limit of 2. Please move one or more lower level pages to upper level or delete them."


Please help us.
