Orders to Paypal are missing the Shipping Price

Hello,

We have an issue with a user's site in which ordering a product and choosing paypal, the shipping details are not being passed to paypal, only the base price.

At the end of the checkout process, it does show the total with the shipping included, but the redirect to Paypal is missing the shipping.

Any information about this problem would be appreciated.

I've received the receipt, and it appears to have some special characters in it. I'm sure this would have something to do with it:
