Issue outgoing mail only, no mailbox

Hello,
I used to simply keep mail deactivated in the subscription mail settings and the outgoing mail messages (such as those originated by forms or wordfence) were regularly sent without any problem. Recently instead I have to activate mail service (which also creates a mailbox, I guess, which I do not need and do not want) in order to let the messages go. Otherwise I get a "rejected, user is not allowed to send mail".

More surprisingly, this happens with new subscriptions only whilst I can keep the mail disabled on existing subscriptions and those can happily send messages. I thing this has started to happen a few weeks ago, perhaps 2-3 months? How come? Can somebody clarify the issue, please?
