Parallels Plesk Panel bugs

Hello, I buy hosting from company mochahost.com, but always in a control panel Parallels Plesk Panel I see many errors, the Mochahost help desk said that the problem is on company Parallels because they does not update the Parallels software and fixes the bugs, for this they can not help, what do you think, the problem is to Mochahost, who do not want to solve an error or a problem is with Parallels is not able to solve the problem? 1) Parallels Plesk Panel 9.3
2) the last error: if I create an web user and ftp account to this web user, I can not access the ftp and Parallels Plesk Panel account to that web user
