Parallels Premium Outgoing Antispam install error

We are trying to install the outgoing antispam service and I keep getting this error:

Protection : Not active. There are some problems that prevent the service from being started.
--

Please can somebody point me in the right direction to get started fixing this?

More trouble:

[root@myserver ctasd]# /etc/init.d/ctasd_initd status
Parallels Premium Outgoing Antispam dead but pid file exists
[root@myserver ctasd]# grep License_key_code ctasd-out.conf
License_key_code = xxxxxxxxxxxxxxxxxxxx
[root@myserver ctasd]# /etc/init.d/ctasd_initd start
Starting Parallels Premium Outgoing Antispam: running ctasd from /opt/ctch/ctasd
Kill previous ctasd daemon, pid=16548
Loading configuration file /etc/ctasd/ctasd-out.conf
[ OK ]
[root@myserver ctasd]# grep License_key_code ctasd-out.conf
License_key_code = xxxxxxxxxxxxxxxxxxxx


I did this:

Tools & Settings > License Management > Additional License Keys > APS.*** > Download
Tools & Settings > License Management > Additional License Keys > APS.*** > Upload New Key

But after these steps, I get the former results.
