php.ini path/location?

I found two paths to the php.ini file and don't know which one takes effect over the other


/opt/psa/admin/conf/php.ini

and

/etc/php4/apache2/php.ini


which one should be the one I edit to make changes?

/opt/psa/admin/conf/php.ini is for the admin server and I would leave it be.

The other is for the main web server.
