Can I uninstall PHP 6.4 and 5.6 on Centos 7 while onyx is installed and install php 7 as the server default php?

I don't want to kill the plesk install but I also want to get rid of the older php versions.
 
No. Do not do that. You need the OS vendor PHP version 5.x to run the Apache mod PHP for the host default site. Plus, you cannot be sure whether there might not be a specific PHP command somewhere in the depths of Plesk code that needs an old command that was removed from PHP 7. It is absolutely not problem to have the "old" PHP version on your server. It does not consume resources.
