We are running: OS CentOS 5.8 (Final)
Panel version: 11.0.9 Update #33

In Hosting Settings / PHP Settings it says:
Your current PHP version is 5.1.6.

How can we access PHP 5.3 or higher please?

Install PHP 5.3 from the Parallels Plesk Panel web interface:
Tools & Settings > Panel > Updates > Add Components > select PHP5.3 support and continue.

but after Add components >, there isn't any 'PHP5.3 Support', option. How do i get it?

What is version of your Plesk?
What about

# /usr/local/psa/admin/sbin/autoinstaller --select-release-current --install-component php53

?
