C:\Program Files (x86)\Parallels\Plesk\MySQL\bin\mysql -P8306 -uadmin -p<plesk_admin_password> psa

And then follow https://kb.plesk.com/en/118260

Do you have mysql.exe file in C:\Program Files (x86)\Parallels\Plesk\MySQL\bin\ directory? This path may be other, just check it on your server.

You shouldn't use <password>. Use password without angle brackets.
