  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I'm having the same problem, same thing in my logs. A customer makes a change to their hosting account, Plesk initiates a graceful restart of apache and it doesn't come back.. I have to scramble onto SSH and type "service httpd restart" and everything is immediately fixed.
 
Tested setting my restart interval to 0, didn't help. It actually crashed more, which makes sense.

It's sort of an intermittent problem because you have to let apache work a bit before it'll have some connections to hang on.
