Plesk 11 – Running PHP site under FastCGI does not connect to remote sites with fopen

Hi,

I have found that all sites running PHP as a FastCGI application were unable to access other sites using fopen($url).

How can I fix this. I have joomla sites running and an update manager that requires to access the sites via fopen?

any pointers would be helpful.
