Plesk 9.5.2 installed .. but cannot access Admin Panel

On CentOS5 (32bit)
I installed it without any issue on my remote server .... got the
Congratulations!
Plesk has been successfully installed on your server.
To complete the system configuration, please proceed to URL:
https://mys_server_domian:8443/
..etc...

but Trying to connect from my brwoser, I get an error : 102 (net::ERR_CONNECTION_REFUSED)
what's wrong ? did I miss anything ?

As It's a fresh server installation : should I set a password to the Mysql database ?

SOLVED !
I had to run an : service iptables stop
to get access....
then I had an MySQL access issue ...
ERROR 2002 (HY000): Can't connect to local MySQL server through socket '/var/lib/mysql/mysql.sock' (2)

as the guy who installed the OS did not performed an : mysql_install_db

so now it's up and runing ....
