Plesk 9.5 won't start (network.c.336) SSL: error:00000000:lib(0):func(0):reason(0)

I am running Plesk 9.5 and it has crashed and will not start.

Error Log states
(network.c.336) SSL: error:00000000:lib(0):func(0):reason(0)

I found this article

But that states the issue was fixed in 9.5, which I am on.

OpenSSL version
openssl-0.9.8e-12.el5_5.7

Any other thoughts?
