Please check the plesksrv.exe file version (right click > file properties) and the versions of the other files in folder "%plesk_dir%\admin\bin. They have to match the current Plesk version. If some files have a different version - replace them with files from the test installation of the required version:

1. Create a backup of current directory "%plesk_dir%\admin\bin"
2. Stop `Plesk Management Service`.
3. Upload the files in "%plesk_dir%\admin\bin" from test installation that matches Plesk version.
4. Start Plesk Management Service.

I am getting the same issue for 18.0.27 on windows server 2016 fresh installation, please provide details
