Plesk error

I installed Plesk and zend optimizer on a clean server and I removed Inifile line about php on registry (which I saw on FAQ) but I'm getting same error...

Fatal error: Call to undefined function: mb_internal_encoding() in C:\Program Files\SWsoft\Plesk\admin\plib\messages.php on line 6


Can anyone help me about this problem?
