Plesk Migrator doesn´t work

I would like to migrate from a Plesk 12.0.18 Update #73 on Debian 7.7 to an new installed Plesk 12.5.30 Update #17 on Debian 7.9.
Error :

Check if you have installed the Plesk Migrator on both the source and target server.

Also check that the firewall does not block source server on the target server and the target server on the source server.

The Firewall is ok ( no block ) and in the "old" Plesk 12 is the Transfer and Migration-Tool installed.

Restore doesn´t work, too.
Execution of /opt/psa/admin/plib/api-cli/service_node.php --describe-for-pmm-deployer -ignore-nonexistent-options failed with return code 1. Stderr is Plesk is not configured. You should go to the Server Administration Panel and configure it.

Please do make sure that the new Plesk 12.5.30 instance is ACTUALLY configured: go to Tools & Settings and

- General Settings > Server settings: check that a proper full hostname is present,
- Plesk > License management: check that a license is installed and that it is up to date,
- Tools & Resources > IP Addresses: check that an IP is assigned and if it is not, try to "Reread IP"

and you should ask yourself whether you did not forget anything when setting up the Plesk 12.5.30 instance at first. If you know of some forgotten steps, it is easy to fix them.

i have check all points --> All OK, but it doesn´t work :( --> Plesk 12.5.30 doesnt´t work for me... --> No restore, no migration... NO @ PLESK 12.5.30 !
