Issue Plesk Migrator "the antivirus usage policy on destination server does not allow per email address"

Plesk version and microupdate number

18.0.56

I'm trying to migrate from an old plesk server to a new installed plesk server but i found this error where it said antivirus usage policy doesn't allow personal (per email address) transfer. and it also said the setting can be seen on "tools & settings > virus protection setting", but i cant find that option at all on "tools & settings".

There also problem with the db-user account, but when i check i dont have the user with the same name in there.
