I've got the following situation with our server.

When I try to login on https://myserver:8443 with 'root' of 'admin' account. The control panel shows only a 'Plesk is not allowed' screen on the right side.

The problem only occurs with the 'root' and the 'admin' account. When using another client account, everythings works fine.

Does anyone know what might be the problem

I have met such problem when Plesk CP was installed on virtual sever running under Virtuozo and “offline_management” was enabled for it (http://kb.odin.com/en/659)
Please, check the knowledge base below:
If you would like to keep offline_management enabled for this VPS, please consider recreating of Service Container according to the instructions from KB: http://kb.odin.com/en/1089
