PLesk not allowed for root and admin

I've got the following situation with our server.

When I try to login on https://myserver:8443 with 'root' of 'admin' account. The control panel shows only a 'Plesk is not allowed' screen on the right side.

The problem only occurs with the 'root' and the 'admin' account. When using another client account, everythings works fine.

Does anyone know what might be the problem

I have met such problem when Plesk CP was installed on virtual sever running under Virtuozo and “offline_management” was enabled for it (http://kb.odin.com/en/659)
