Plesk server, high apache loads and error on apache restart

SOmetimes my server has spontainesly high loads on the apache deamon.

When I try to restart apache in plesk I get the following error:
0: /usr/local/psa/admin/htdocs/server/restart_services.php:19 psaerror(string "Unable to make action: Unable to manage service by websrvmng: websrvmng: Service httpd failed to start")

Only killing the deamon first and then restarting it helps to fix this problem.
The apache then stops and starts without error.

Also the high load on apache is gone.

I am running Plesk 7.5.3 on redhat, anyone an idea?
