PleskMainDBException error Can't connect to MySQL server

I inherited a Windows 2003 server with Plesk 7.6.5. All of a sudden this morning Plesk control panel won't run, instead displaying:

ERROR: PleskMainDBException
[MySQL][ODBC 3.51 Driver]Can't connect to MySQL server on 'localhost' (10061)

I tried restarting MySQL and the server a few times. I can login manually with "mysql -uadmin -p". No errors in Event Viewer.
