Post Install FTP Issues

I recently did a clean (Complete) install of Plesk 7.6.1 on a clean install of Windows 2003 standard edition. Plesk installed without any problems. I can create an client, add a domain, set the username/password, etc. When I try to login to the ftp site it's created and attempt to upload a file, I get the error message:

550 Requested action not permitted.

I'm at a loss of what to do. Here is a break down of what I have installed as far as Plesk is concerned:

Apache Tomcat 5.5.4
BIND DNS Server 9.2.4
DrWeb 4.33.0.10050
Macromedia ColdFusion MX 7 7.0.0.0
MailEnable Standard 1.95
Microsoft FTP Server 6.0
Microsoft SQL Server 8.00.194
MySQL 4.1.18
Windows Firewall Service Pack 1

Any help would be appreciated.

If anyone wanted to know the solution to this... if you have a Netscreen firewall, update your firmware to the latest series, and only set FTP, not FTP-Get or FTP-Put
