Post install problem

I have completed the installation of Plesk 7.5 on my server however when attempting to access the Admin Control Panel for the first time to complete post installation setup I get a 403 Forbidden Error. I understood this to generally occur when a user attempts to browse folders so I am a little confused about the error. I am not sure if it is a permissions error or some other issue.

Anyone have any ideas on this one. I am a little new to Windows based servers and I have found it to be a little difficult to get things running. Any help would be appreciated.
