Resolved Problem after change windows folder permitions

Hello everybody,

I have one problem and need your help, my cliente change windows permitions vhosts folder.
Now all webs sites have the error below:

Service Unavailable

HTTP Error 503. The service is unavailable.

How could I repair this permitions on Windows?
