At first I want to make a compliment to the Plesk! It's great, nice and very flexible panel!
Like any beginner I have had an question.
I wanted to know how to install fresh installation Typo3 with composer =>2.x?

Hi! Have you tried using the Plesk composer extension?

you need to change the composer version in panel.ini to version 2. there is a setting for it.
then you need to update composer with composer self-update --2
